Fear....to speak English? Read it.
Fear is an intensity when one commits on a thing. It's nature one gets fear while speaking in any language. Even if you speak a matter for a topic in your mother tongue on a stage, you may get it. Does it mean that you don't know to speak your mother tongue..? Hence, getting fear is not occuring because of language. That is a matter with or Infront of whom you express your thoughts. In fact, one is not fearing to speak in English when he speaks with an unknown person or a non native person. You can see nowadays many northern people whose M.T is not Tamil , speaking very jovially in Tamil. They aren't fearing to speak. Even if I tried to speak with them in Hindi, they benevolently say, "please let us speak in Tamil because we are, day to day, practicing to speak in Tamil." I was surprised and came to know the fact. This is the right way to learn a language to speak! They wouldn't bother whether they speak with correct structures but their view is to pass ...
