When can you speak English? If you wish you can but you should think ideas in English. The native speakers do it because it is their habitual but to non-native...?

According to the recent survey, more than native speakers of English, non-native are breathing English in all respects. It may be a reason that the necessity of English is more to non-native people though they have their own tongue which is deficient in communicating to the world.

To communicate to the world is a matter of knowing knowledge intended day to day by western who may be looking like a king to the world. Without an order from the UN  or US, nothing is done is an inevitable truth. If a machine is done by any developed country, that is configurated in English as it should go on to all people who are touching in English.

Truth be told, English hatters are almost isolated from an invention as that is done in English. We can say Korea, Taiwan, Japan though they are more powerful in knowledge to invent new things, because of the reason that they would like to be away from English, their new ideas are unused.

I have experienced (It happened in 1999)with some Koreans when they had come to Sharjah for erecting their machines, they were worried out of their not knowing English as they needed to explain the operation details of such machines. They realized so much of this deficiency despite their products were greater than western products!

The beauty above all is that they had tried to patch the signals and some alerts on the machine in broken English. They said that if it were in their language, it would not have reached to the operator. I was shocked when I read some words like 'denjer' for danger, 'giar' for gear, 'of' for off.

I appreciated their daring to write those words and asked them to change correctly in the future. But I came to know that they did not care about a language but the guts.

Today, many Koreans and Taiwanese are fluent in English even though the dialects are irrelevant. We have come to a big matter; Dialect variation shall not be a block to handle a second language, many are escaping saying this reason.
