விளக்கம்:
நற்செயல் எது தீயச் செயல் எது என அறிந்து நாட்டு நலம் கருதி நற்செயல் புரிபவனால் தான் நாடு நல்வழியில் ஆளப்படும்.

அன்பும் அறிவும் நிறைந்திருந்து பேராசை அறுத்து நல்லோரை அச்சமின்றி தேர்ந்தெடுக்கும் தகுதிகள் உள்ளவனே மன்னனாக தேர்ந்தெடுக்கப்பட லாயக்கானவன்.

ஒரு செயலை செய்து முடிக்க  அச்செயல் மீது ஆர்வம் கொண்டு சிறப்பாய் செயலாற்றுபவனை தேர்ந்தெடுத்து அவனிடம் அச்செயலை ஒப்படைப்பதே அறிவார்ந்த நிர்வாகத்திற்கு அழகு.
