கருவியும் காலமும் செய்கையும் செய்யும்
அருவினையும் மாண்ட தமைச்சு
- தெய்வப்புலவர்

விளக்கம்:
நல் கருவி / பொருள் கொண்டு உரிய நேரத்தில், செயல் நோக்கம் அறிந்து செயலாற்றுவதே நல் அமைச்சின் தலையாய பணியாகும்.

The prime duty of a ministery is that to do an act on time by using right tools and to know clearly the objective of the act.

வன்கண் குடிகாத்தல் கற்றறிதல் ஆள்வினையோ
டைந்துடன் மாண்ட தமைச்சு

விளக்கம்:
அஞ்சாமை, குடிமகன்களை காத்தல், நிறைய கற்று அறிதல், கற்றோரின் கருத்து பெறுதல், சோர்வை தகர்த்து முயற்சி செய்தல் - இவை ஐந்தும் ஒரு நல்ல அமைச்சின் திறமைகளாகும்.

எதிரியின் கூட்டத்தை பிரித்தல், நலம் செய்வோரை காத்தல், பிரிந்தாரை நலம் கருதி சேர்த்தல் ஆகியவை நல் அமைச்சின் நல் அறிவாகும்.

தான் ஆராய்ந்து பார்த்ததில் சரியென்று பட்டால் அதை துணிந்து செயல்படுத்தும் திறன் கொண்டவனே சிறந்த அமைச்சன் ஆவான்.

If one is strong on his dicision known by him of his own examination/research, he has to implement such dicision bravely to act. Only then, he is the best minister.

அறனறிந் தான்றமைந்த சொல்லானெஞ் ஞான்றுந்
திறனறிந்தான் தேர்ச்சித் துணை
- தெய்வப்புலவர்

விளக்கம்:
அறம் அறிந்தவனாகவும், அறிவு நிறைந்தவனாகவும், எக்காலத்திலும் எச்செயலையும் செய்யும் வல்லமை படைத்தவனாகவும் இருப்பவனே அரசனக்கு ஆலோசனை தர தகுதி படைத்தவனாவான்.

One who is honest, intelligent and virtual, and having ability to do any kind of act at any circumstance is purely eligible to counsel to a king, and can be a good adviser.

மதிநுட்ப நூலோ டுடையார்க் கதிநுட்பம்
யாவுள முன்னிற் பவை

விளக்கம்:
இயற்கை அறிவுடன் நூல் அறிவும் சேர்ந்திட்ட ஒருவன் முன் எவ்வித சூழ்ச்சியும் தோற்றுபோகும்.

Infront of one who is well-versed on both by education and well trait by birth, any kind of trickery manner would get failed.

செயற்கை அறிந்தக் கடைத்து முலகத்

விளக்கம்:
நூல் பல கற்று அறிவு நிறைந்திருந்தாலும், ஒரு அமைச்சன் அன்றைய நடப்பறிந்து அறிவார்ந்து செயல்பட வேண்டும்.

Even if the person of ministery is well versed in all respects through books, he must be acting in the ministery according to the present trend that tends in the nation.

ஒரு அரசன் அறிவற்று இருந்தாலும், அவன் பிறர் சொல் கேட்க மறுப்பவனாக இருந்தாலும், நாட்டை வழிநடத்த அரசனை நல்வழி நடத்துவது ஒரு அமைச்சனின் கடமை.

If a king is nonintelligent and hesitates to hearing advices from well versed, the authority of ministery ought to guide him for right ways to rule the nation.

குறை நிறைந்த, சூழ்ச்சி நிறைந்த அமைச்சன் ஒருவன் அரசனின் ஆலோசகனாக இருந்தால், எழுபது கோடி எதிரிகளை எதிரே வைத்துகொள்வது போலாகும்.

திறன் இல்லா அமைச்சனிடம் தரம் மிக்க பணி கொடுத்தால், வளம் மிக்க நாடும் பலம் இழந்து போகும்.
